Guests at the SCARER Project Final Event in Ferrara

06/03/2026

The STRENGTH project took part in the final event of the SCARER project, a gathering that brought together researchers, institutions, and practitioners to discuss on resilience to hydraulic risks.

The meeting was held on Friday, 27 February, in the prestigious Palazzo Naselli Crispi, headquarters of our partner Ferrara Plain Reclamation Consortium (CBPF).

The event offered a valuable opportunity for exchange and collaboration between initiatives that share a common goal: strengthening communities’ ability to understand, face, and communicate hydraulic risk.

SCARER Risk Communication and Engagement for Societal Resilience is a PRIN 2022 PNRR Project developed by University of Ferrara, Universty of Trento, Alma Mater Studiorum University of Bologna.
SCARER aims to enhance the resilience of Italian citizens to water-related risks, with a particular focus on floods. Through an interdisciplinary approach that integrates historical and social sciences, the project examined how the population perceives risk and how institutions responsible for emergency management communicate with the public.
Its activities have deepened the understanding of the crucial role of communication in building resilience and have led to the development of guidelines to improve public participation and the quality of information during emergencies.

During the event, Martina Bernerschi presented the awareness-raising activities on hydraulic risk that the Ferrara Plain Reclamation Consortium is carrying out within the STRENGTH project, illustrating tools, approaches, and early experiences in the territory.
In the second part of the event, Federica Pirazzini (Municipality of Ravenna) joined the round table on hydraulic risk, contributing STRENGTH’s perspective and sharing the experience of local administrations engaged in prevention and risk communication.

The meeting highlighted how collaboration among projects, institutions, and communities is essential to building a shared culture of resilience and to addressing the challenges posed by climate change in a more informed and participatory way.
