Introduction
The INTERREG VI-A Italy–Croatia 2021-2027 Programme is launching the Call for Operations of Strategic Importance (OSIs) and invites interested eligible applicants to submit their project proposals. These projects are complex cooperation projects typically originating from a top-down process, guided by the Programme decision-makers, who acknowledge a need or a potential for a cross-border solution.
The Programme intends to select high-quality cross-border strategic projects in which organisations can cooperate to address common relevant thematic issues and very concrete needs in the area.
The Programme has defined specific “Thematics” for the selected Programme Specific Objectives, meant to guide the applicants to focus on strategic topics and actions. The Call’s objectives are considered fully attained with the financing of one project per Specific Objective. The relevance of the partnerships and the cross-border approach of each project is of extreme importance and highly considered in the project assessment. All project proposals should be jointly developed and implemented by the partners and are subject to a specific supervision by the Monitoring Committee and to specific communication requirements.

The Call for Proposals is governed by EU Regulations, the Interreg Programme and the Application Package. Italian legal framework was applied wherever applicable. In terms of State aid, General Block Exemption Regulation - art. 20 and 20A EU regulation N. 651/2014 - and the de minimis Regulations - Commission Regulation (EU) 2023/2831 and Commission Regulation (EU) No 717/2014 may apply to the present Call for proposals.

The present Call is implemented through the Joint electronic monitoring system (Jems).
To access the Jems platform, each applicant without an existing account must first register by clicking on “Create account” on the homepage and providing a set of credentials.”

The outcomes of the administrative compliance and eligibility check were approved by the Monitoring Committee on the 16th of December 2024.
Projects that were approved for funding and completed the condition clearing have been financed. Here are the financed OSI projects.

Partner Search Tool
Partner Search Tool
The Programme developed a Partner Search tool to propose project ideas and/or the availability of partcipating in projects as partners or lead partners. This tool remains open for the duration of the Call for Proposals.
Please be aware that the Second Call for Proposals for Operations of Strategic Importance has specific features. Before using the Partner Search tool, applicants shall carefully review the conditions specified in the Call Announcement and its Annexes for partnerships, in particular those providing for partners' relevance, competency and capacity, to avoid submitting inappropriate search requests.

2nd CfPs_Consultations with JS
2nd CfPs_Consultations with JS
Online Consultation meetings with the JS are foreseen as additional support for applicants. The Programme JS Team is at disposal of lead applicants to answer questions related to the Application Package and application procedure. Consultations can only be requested by the Lead Applicant of project proposals already created in Jems.
Before applying for the Consultation meeting, partners are advised advised to carefully read the Application Package.
Please be aware that:
- Consultations can be related to content, communication and finance
- Consultations are not pre-assessments and will not be based on the filled-in Application Form or parts of it
- It is not possible to provide any advice on concrete outputs, activities, or deliverables nor e.g., the admissibility or the eligibility of the project proposal
- Consultations cannot be focused on the consistency of the project proposal with the national or regional strategies and priorities (for these aspects, relevant national/ regional services should be consulted)
More than one consultation meeting per project proposal can be requested, although the equal treatment must be guaranteed by the JS.
