The following report presents the Joint Action Plan developed within the BIOBASED project to support the industrialisation and market uptake of macroalgae-based value chains in the Adriatic area.
Developed under Activity 2.2, the deliverable translates the market and regulatory analyses carried out within the project into concrete long-term actions for public and private stakeholders, with a specific focus on SMEs. The report identifies realistic commercialisation pathways for macroalgae-based products, considering technical constraints, regulatory requirements, investment needs and market opportunities.
The document focuses on the strategic potential of Ulva and Gracilaria across key market segments, including agricultural biostimulants, food and nutraceuticals, feed and aquaculture, and emerging biomaterials. It also analyses the enabling role of circular and integrated models, such as IMTA systems and the valorisation of coastal by-products, in improving resource efficiency and strengthening the competitiveness of Adriatic SMEs.
By combining value chain analysis, regulatory assessment and market-oriented recommendations, the Joint Action Plan provides a practical roadmap to support the development of producers, processors and end users, contributing to the creation of a sustainable and competitive macroalgae sector in the Adriatic area.

The following report presents the recommendations collected from key stakeholders within the BIOBASED project to support the development of the algae-based value chain in the Adriatic area.
Developed under Activity 2.2, the deliverable consolidates the outcomes of a structured consultation process involving stakeholders from Italy and Croatia, including public authorities, research institutions, aquaculture operators, producers’ organisations and private companies. Their contributions provide a shared overview of the current state, barriers, opportunities and priority actions for the development of macroalgae production and valorisation in the Adriatic Sea.
The report highlights that the Adriatic seaweed supply chain is still at an early stage, with limited industrial implementation, fragmented cooperation among actors and the absence of consolidated market infrastructure. At the same time, stakeholders identify strong potential for high-value bioactive compounds, aquaculture feed applications, biostimulants, cosmetics, biomaterials and circular bioeconomy solutions based on IMTA systems.
By translating stakeholder inputs into strategic recommendations, the deliverable supports the identification of priority actions for strengthening applied research, simplifying regulatory frameworks, investing in shared infrastructure, promoting cross-border cooperation and fostering the market uptake of algae-based products and services.

Conversion pathways for seaweed and IMTA biowaste valorisation
The following report presents the conversion pathways selected within the BIOBASED project for the valorisation and upcycling of seaweed biomass and IMTA biowaste.
Developed under Activity 2.1, the deliverable identifies green biorefinery routes able to transform marine biomass and aquaculture side-streams into products with potential commercial value, including natural pigments, agar, Ulvan-based compounds, sugars, proteins, biostimulants, nutrient-rich products and residue-derived materials.
The report focuses on two complementary seaweed platforms: Gracilaria gracilis, addressed through a pigment-to-agar cascade, and Ulva spp., addressed through an Ulvan-to-sugar cascade. It also includes supporting pathways for the recovery of proteins, lipids, phenolic compounds and PUFA-rich fractions, as well as the valorisation of residues and IMTA side-streams according to a circular blue economy approach.
By linking experimental evidence, green extraction technologies and SME-oriented process considerations, this deliverable supports the development of innovative blue biorefinery solutions in the Adriatic area.

The following catalogue presents the valuable autochthonous macroalgae identified within the BIOBASED project in the Adriatic coastal area. It supports the selection of seaweed species and strains suitable for testing in Integrated Multi-Trophic Aquaculture systems, contributing to the development of sustainable aquaculture practices and the valorisation of marine biomass through a blue biorefinery approach.
