How can cultural cooperation become easier, more accessible and more effective across borders? What are the main legal, administrative and organisational challenges faced by cultural operators today? And what kind of support, tools and shared solutions are really needed by those working in the cultural field?

These are some of the questions at the heart of GOVART – Governance for Culture: Cross-Border Models for Artistic Networks and Public Cooperation, a project co-funded by the European Union under the Interreg VI-A Italy–Croatia 2021–2027 Programme.
Launched in January 2026 and running until June 2027, GOVART aims to contribute to overcoming the barriers that affect cultural governance at national and cross-border level in the Adriatic area. The project brings together a bilateral partnership of Italian and Croatian institutions: Fondazione Paolo Grassi as Lead Partner, Teatri di Bari, the Ivan Zajc Croatian National Theatre and the City of Ploče.
At the centre of GOVART there is a simple but powerful idea: artists, cultural operators and decision-makers should not only be the beneficiaries of cultural policies and project activities, but active contributors to the way cultural cooperation is imagined, structured and improved.
For this reason, GOVART has launched a Questionnaire on Governance and Challenges in the Cultural Sector for Cultural Operators. This questionnaire represents one of the first steps in the project’s stakeholder engagement process and is designed to collect experiences, needs and points of view from those who work directly in the cultural field.
The contribution of cultural operators is essential. Their daily experience can help identify the real obstacles that make cooperation more complex, from administrative procedures and regulatory issues to organisational needs, mobility challenges and relations with public institutions. By listening to these voices, GOVART aims to build a more grounded and useful analysis, capable of guiding the next project activities.
The results of the questionnaire will feed into the broader research and consultation process of GOVART and will support the development of future activities, including workshops, artistic residencies and shared governance tools. In this way, each contribution will help shape a more practical and participatory approach to cultural governance across the Adriatic.
The questionnaire takes approximately 5–10 minutes to complete.
With this first listening action, GOVART opens a space for dialogue with cultural operators and invites them to be part of a shared path towards stronger, more inclusive and more sustainable cultural cooperation between Italy and Croatia.
