Despite a shared heritage, cultural cooperation between Italy and Croatia is often hindered by fragmented legal, administrative, and organisational barriers. These obstacles limit artist mobility and prevent the development of joint cultural programming. GOVART addresses these challenges by developing and testing a replicable model of cross-border cultural governance designed to foster deeper integration between institutions, artists, and local authorities. The project introduces an innovative approach by involving artists as active co-creators of governance solutions. Through artistic residencies that serve both creative and diagnostic functions, the initiative identifies real-world regulatory hurdles and fosters participatory dialogue with stakeholders. This method ensures that institutional reforms are grounded in the practical needs of the cultural sector. Key activities include policy benchmarking, joint workshops, and establishing a stable cross-border network. The final output is a shared cultural governance framework that is inclusive, transferable, and sustainable. By blending artistic production with policy reform, GOVART contributes to a more cohesive and accessible Adriatic cultural space, ensuring that cross-border cooperation remains a lasting institutional priority.
