Capacity Building in Molise: Preparing Local Authorities for Digital Civil Protection
On 17 July 2026, GAL Molise organised a capacity building activity (A2.4) within the DIGITAL PLAN project at its conference room in Campobasso. The session brought together 14 participants, including representatives of the Civil Protection of the Molise Region and the municipalities of Busso and Montagano, as well as municipal staff involved in emergency management.
The training focused on the practical use of the DIGITAL PLAN platform and its role in supporting municipalities in the management and digitalisation of their Civil Protection Plans. Participants were introduced to the platform’s main functionalities, including different user access levels, data management, digital Civil Protection Plans and interactive mapping tools.
Particular attention was given to the use of the platform during climate-related emergencies. Using data from the meteorological monitoring stations installed in Busso and Montagano, the trainers demonstrated how real-time environmental information can be transmitted to the platform and used to support emergency monitoring and response procedures.
An important part of the session focused on the roles and responsibilities of municipalities in maintaining and using the platform. Discussions addressed the designation of staff responsible for managing platform content, updating Civil Protection Plans and ensuring that relevant territorial information remains accurate and available.
Participants also explored the distinction between public and restricted access, including the different permissions available to administrators and authorised users. This provided a clearer understanding of how responsibilities for managing civil protection information can be organised at the local level.
The evaluation feedback was generally positive, with participants highlighting the climate alert functionality as one of the most useful features of the platform. The activity also identified the need for clear and accessible user guidance to support municipalities in the future use of the system.
By combining practical training with discussion of local responsibilities and emergency procedures, the capacity building activity strengthened the readiness of municipalities in Molise to use digital tools for climate risk monitoring, civil protection planning and coordinated emergency response.
