Digital Tools for Emergency Management: Capacity Building in Fermo
On 30 July 2026, the Municipality of Fermo organised a capacity building activity within the DIGITAL PLAN project, bringing together 25 participants representing local and regional civil protection authorities and emergency services.
The session brought together 25 participants representing local and regional civil protection authorities and emergency services, including the municipalities of Fermo, Porto Sant’Elpidio and Montegiorgio, Marche Region, Fire Brigade, Local Police, Prefecture and other civil protection stakeholders.
Rather than focusing only on the technical aspects of the platform, the training demonstrated how its different functions can support the everyday work of authorities responsible for emergency planning and response. Participants explored the public and restricted areas of the platform, digital Civil Protection Plans, interactive maps and the management of territorial information.
A central part of the session focused on the platform’s early warning and alert functions. Using examples from meteorological stations installed in the pilot municipalities of Porto San Giorgio, Porto Sant’Elpidio and Pedaso, participants could follow how environmental data reaches the platform and how predefined conditions can trigger alerts and support emergency procedures.
The session also opened a broader discussion on how the platform could fit into existing emergency management structures. Participants raised questions about notification channels, cooperation between municipalities and regional authorities, data validation, integration with existing emergency systems and the possibility of linking alerts directly with relevant response procedures.
The feedback collected during the activity was generally positive, with the climate alert functionality identified as one of the most valuable features. At the same time, participants highlighted the importance of clear user guidance and further development of the platform to ensure that digital information can be effectively translated into coordinated action.
Through this exchange of practical experience and feedback, the Fermo capacity building activity contributed not only to strengthening users’ knowledge of the DIGITAL PLAN platform, but also to identifying how the system can better respond to the operational needs of those working in civil protection and emergency
