Support Program - Action Plan
The goal of IN4BLUE support program is to develop the capacity of entrepreneurial environments to solve local challenges by applying innovative business that are developed in participatory manner.
The IN4BLUE support program - action plan is structured into three key phases, each designed to guide stakeholders through the innovation and co-creation process, culminating in the development of actionable solutions.
a) Creative Laboratory program – aimed at building organizational capacity for co-creation and social innovation,
b) SBI Training program that relates to two capacity building programs aimed at raising business (IN2BIZ) and technical skills through local and cross-border trainings (IN2TECH),
c) Residency program that relates to building internal capacity of organizations to co-create and act upon co-created solution in order to develop “sustainable project concepts” and “viable business models”.
IN2BIZ – Social Business Incubator Training
IN2BIZ is an upskilling program focused on strengthening entrepreneurial capacities within Social Business Incubators. The training addresses three key areas: sustainable business model development, communication and visibility, and green and digital procurement. The program is delivered through cross-border thematic trainings jointly developed by partners from different countries, combining local in-person sessions with international exchange activities in English. IN2BIZ aims to equip entrepreneurs, professionals, and ecosystem stakeholders with practical business skills, while fostering cross-border cooperation and knowledge sharing through both face-to-face learning and e-learning materials.
IN2TECH – Social Business Incubator Training
IN2TECH is a technology-oriented upskilling program designed to support the development of green and digital solutions within Social Business Incubators. The program combines local peer-exchange workshops led by technical experts with cross-border online pilot case-study activities focused on designing technology-based products or services. Through international collaboration, participants work on developing technical specifications that support solution development and business planning. IN2TECH strengthens technical competences, promotes innovation, and enhances cross-border knowledge exchange to support sustainable transformation in the blue economy sector.

Competence Map
The present deliverable includes the development of testing toolkit for measuring digital, green and entrepreneurial competences, a call for candidates, and measuring competences and creating the overall competence map review. The result is this summary report of surveys and questionnaires used for mapping entrepreneurial, digital and green competences of local stakeholders according to the European Commision EntreComp, DigiComp, and GreenComp frameworks.

The present deliverable is a report on the Supporter Network , which consists of experts in business transformation and green and digital technology, CCIs stakeholders and business mentors from local EEs. Supporters will be involved in the future activities of the project, enhancing the process towards the development of new solutions and skills regarding the Blue Economy.

The activity "Mapping Business Ecosystems, Green Technologies, and Measuring Competency Levels" included the sub-activity of mapping (analysis) business ecosystems and green technologies in the Zadar County area, focusing on the blue economy sector, with an emphasis on coastal tourism, maritime transport, and creative industries. Data on the state of business ecosystems and green technologies in the blue economy sector were collected through secondary and primary research. The mapping identified 15 business solutions implementing green technological practices.
