Entrepreneurial Discovery of Key Blue Skills Gaps in the Blue Economy

This section is part of Work Package 1. The objective of the activities is to analyse the current state of the blue economy sectors, including trends, challenges, opportunities, and workforce skills, in order to identify critical skill gaps and future competencies needed to support sector growth. The project aims to propose innovative and sustainable educational methods that address these gaps, enhance workforce skills, and foster innovation and entrepreneurship, in collaboration with industry stakeholders, educators, and policymakers.

- Methodology for conducting Entrepreneurial Discovery Process

This methodology combines stakeholder engagement, market analysis, and innovative brainstorming sessions to pinpoint where the gaps in knowledge and competencies lie to collect diverse insights and identify emerging trends. The outcome is a detailed mapping of current and future skill needs.

- Developed questionnaire

This methodology involves stakeholder engagement, market analysis and brainstorming sessions to identify emerging trends and gather diverse insights. It's a detailed mapping of current and future skill needs, serving as the foundation for designing targeted training programs and educational courses.

- Analysis report on blue skill gap and education methods

The final report is containing the analysis of conducted interviews and identifies a summary of key blue skills lacking in sectors of the blue economy and recommendations for suitable education methods to bridge that gaps.

- Recommendations for improvement of education methods and credentials on a cross-border level

It contains the results of the interactions among stakeholders and provides a summary of the main insights on how to improve existing education methods and develop new approaches and credentials. These outcomes aim to support companies in their digital and green transformation, as well as students entering the labor market.

- Report from the round table with stakeholders

The document presents the outcomes of two events that opened dialogue with stakeholders from key blue economy sectors on the blue skills gap. It summarizes discussions on how to improve existing education methods and develop new approaches and credentials that can benefit companies as well as students at a cross-border level.

Implementation of pilot courses

As part of Work Package 2, this section introduces pilot courses designed to test and validate innovative educational methods in the blue economy sectors.

Pilot courses will test and validate innovative educational methods in the blue economy sectors. They offer practical skills and knowledge to enhance professional growth and performance. Designed to be flexible and scalable, they can be adapted to various target groups and expanded to new regions. Feedback and evaluation ensure continuous improvement, while collaboration between educators, industry experts, and learners enhances the learning experience.

- Report on Workshop on designing effective training programe

Organized 1 workshops focusing on designing effective training programes for the blue economy, targeting at least 15 participants including educators, industry professionals, and policymakers.

- Developed education program and materials

Set of educational resources designed to provide training and support to individuals interested in pursuing careers in the defined blue economy sectors, covering the relevant skills, knowledge, and competencies required for success in the blue economy professionals seeking to upskill or reskill.

- Report on public presentation of training programes

The document reports on the event organized for the public presentation of the pilot training programs developed under the project. The event successfully engaged more than 30 participants, including potential trainees and employers.

- Template for the certificate

The Template for the Certificate defines the standardized format used for issuing certificates to participants who successfully complete the course. Certificates are awarded by the organization delivering the course. To ensure consistency, recognition, and professional relevance, the certificate template has been developed in cooperation with stakeholders from the creative industries. This unified template helps maintain a consistent visual identity and ensures that all issued certificates clearly communicate the successful completion of the course.

- Report on Conducted 4 Pilot Courses

This document presents the results of four pilot courses in which previously developed educational materials and new teaching methods were tested. It includes feedback collected from stakeholders and participants, along with relevant information gathered during the implementation of the courses. The report also summarizes the main findings, observations, and conclusions from this activity, providing insights that support the further improvement and development of the educational approach.

- Recommend actions for improvement

This document provides recommendations for improving newly developed educational methods for upskilling and reskilling in blue skills. The recommendations are based on pilot activities and the conclusions drawn from the pilot report. They serve as practical guidelines for educators working with students or workers in blue economy sectors, supporting the further development and effective implementation of innovative learning approaches.

Cross-border knowledge hub for development of knowledge transfer and blue skills in private sector

The knowledge hub will be a digital platform for networking, learning, and collaboration among stakeholders in the blue economy. It will support the exchange of experiences, promote innovation and sustainability, and provide access to relevant tools and information. Designed to be user-friendly, inclusive, and scalable, it will enable continuous development and serve as a model for other regions.

- Report on Workshops on best practies in technology transfer and innovation management

The online workshop “Best Practices in Technology Transfer and Innovation Management” (19 March 2026) gathered over 50 participants from academia, industry, and support organizations to strengthen cooperation and share good practices in technology transfer and innovation management. Its diverse audience highlighted the importance of cross-sector collaboration and laid the groundwork for future knowledge exchange models and the development of a knowledge hub.

In this issue, we highlight our participation in several important events, including the  Workshop – Innovamare Academy 2.0, held from October 14–19, 2024, at the Polytechnic of Šibenik. This event provided a valuable platform for exchanging knowledge and best practices with stakeholders from similar initiatives.

This period highlights key activities focused on advancing sustainability, innovation, and skills in the blue economy. Through workshops, conferences, training programs, and study visits, stakeholders explored topics such as artificial intelligence in education, sustainable tourism, aquaculture, and marine innovation. The initiatives fostered collaboration, knowledge exchange, and the development of practical solutions supporting a more sustainable and digitally driven future for the sector.
