The project idea reflects the necessity to operate at a wider district level and better define strategies and actions for climate change adaptation, especially for those weather and climate changes and hydrogeological risks affecting coastal areas. The first phase is developed to build the common methodology for Joint Actions definition and implementation and to share the basic knowledge about issues concerning climate change adaptation strategies and energy efficiency measures. The second phase starts upon the analysis uploaded in the web platform, acting as a useful tool for the development of scenarios for the Joint Actions to be implemented in the Joint SECAP plans, those last constituting the main project deliverable.

Founded in 2009, IRENA is an Istrian County’s independent non-profit agency with experience on more than 40 different EU projects and on seminars and conferences organization. COMSBT is a public body and operator of a South Marche Flag protected coastal area. COMSBT is an active members of the CitySec regional network that is participating in the European Enabling project (Horizon 2020) and provides useful contributions to the activities of these networks. COMSBT has relationships with many European cities and has the capacity to handle EU projects thanks to its "European Office", and managing EU-co-financed projects.

The Service is in charge of strategies and methods development for energy policy, programs for renewable energy and energy saving, plans on climate change, implementing the Energy Plan and the Air Quality Plan and working at the regional adaptation strategy to climate change. It is made of 3 offices: technical-ecological activities, communication and environmental education; Integrated Environmental Authorization, air quality, electromagnetic and noise pollution; authorizations for emissions.

The Municipality of Pescara is developing local strategies to maintain, restore and improve the quality of marine ecosystems in the Adriatic Sea. The AdSWiM administrative officers will focus on implementing of conservation measures and monitoring of pilot actions for restoring of nutrient depleted marine areas and will transform these actions into a joint Model used in local legal and governance context. They will promote cross-border development to encourage current Blue Economy EU policies.
