Socio-Economic Impact Assessment Study

02/11/2026

Two interconnected documents have been developed as part of the FORTIC project, co-funded through the Interreg Italy–Croatia Programme 2021–2027: the Socio-Economic Impact Assessment Study of Fortress of Culture Šibenik 2014–2024 and the Integrated Strategic Plan of Fortress of Culture Šibenik until 2030. The documents were prepared by the Institute for Development and International Relations (IRMO) in collaboration with the institution, linking an analysis of its first decade of operation with planning for its future development.

The Study provides the first comprehensive assessment of the cultural, social and economic impacts of Fortress of Culture on Šibenik and Šibenik-Knin County. The authors, Dea Vidović, PhD, and Aleksandra Uzelac, PhD, analysed data on programmes, audiences, operations and partnerships, alongside interviews and workshops with employees, collaborators and representatives of the local community.

The Integrated Strategic Plan until 2030 builds on the Study’s findings and recommendations. IRMO researchers Dea Vidović, PhD, Aleksandra Uzelac, PhD, and Sanja Tišma, PhD, provided methodological guidance throughout its development. The participatory process involved employees, local stakeholders and partners, as well as members of the Friends of Fortress of Culture Club. The Plan defines the institution’s values, new vision and mission, and three strategic goals: to shape cultural expressions and content; to nurture audiences, community and partnerships; and to strengthen the organisation. The Study’s findings have so far been presented at the FORTIC project’s final conference in Pula and at the CROATIVA – Outside the Box conference in Zagreb, organised by the Croatian Chamber of Economy and focused on the development of cultural and creative industries.
