The NAVIMORE project (Navigating Interoperable Governance and Intelligence for Adriatic Transport, Tourism & Economic Enhancement) officially launched its activities with a Kick-Off Meeting held on 8 September 2026 at the Faculty of Economics of the Università Politecnica delle Marche (UNIVPM) in Ancona, Italy.
Co-funded by the European Union through the Interreg Italy–Croatia Programme, NAVIMORE is a 30-month cross-border cooperation project designed to strengthen digital governance and data interoperability in maritime, air, and intermodal transport across the Adriatic region.
By promoting more effective data sharing and cooperation between institutions and transport stakeholders, the project aims to improve access to reliable, comparable information and support evidence-based decision-making for transport, tourism, and economic development.
Setting the Foundations for Cross-Border Cooperation
The Kick-Off Meeting brought together project partners to establish a shared understanding of the project's objectives, governance structure, and implementation framework. Discussions focused on internal coordination procedures, administrative requirements, and the operational roadmap that will guide the partnership throughout the project.
The consortium outlined its work across three core areas:
- Data Mapping and Interoperable Platform Development: identifying existing transport data sources, mapping available information, and addressing regulatory and technical barriers to data exchange.
- Pilot Testing and Validation of NAVIMORE Solutions: testing and validating the project's solutions in selected strategic locations, including Venice, Pula, and Dubrovnik.
- Capacity Building, Knowledge Transfer, and Capitalisation: strengthening stakeholders' capacities, facilitating the exchange of knowledge, and promoting the long-term use and transferability of project results.
These activities will lay the groundwork for a more coordinated approach to transport data management, helping overcome information fragmentation and improve the availability of harmonised data across borders.
From Fragmented Data to Shared Intelligence
A key ambition of NAVIMORE is to bridge institutional and technical gaps that can hinder the exchange and effective use of transport data. By developing interoperable solutions and encouraging collaboration between public authorities, research organisations, transport operators, and other relevant stakeholders, the project seeks to transform fragmented information into actionable insights.
This approach is particularly relevant in the Adriatic region, where maritime and air connections play a crucial role in mobility, tourism, and economic activity. Better access to comparable data can help stakeholders understand transport flows, identify emerging trends, and develop more coordinated strategies for sustainable regional development.
NAVIMORE will therefore combine technological innovation with stakeholder engagement, capacity building, and cross-border knowledge exchange to support a more integrated and data-driven Adriatic transport ecosystem.
Six Partners, One Shared Vision
The project brings together six partners from Italy and Croatia, combining academic expertise, economic and tourism research, regional development experience, and operational knowledge of transport infrastructure. The partnership is composed of:
- Università Politecnica delle Marche (UNIVPM), Italy – Lead Partner
- KIP, Croatia
- DURA – Dubrovnik Development Agency, Croatia
- Risposte Turismo, Italy
- Forum of the Adriatic and Ionian Chambers of Commerce (Forum AIC), Italy
- Pula Airport, Croatia
The project also benefits from the support of associated partners, including the Adriatic Ionian Initiative, which contributes to strengthening institutional cooperation and supporting the wider uptake of project results.
Looking Ahead
Following the Kick-Off Meeting, the partnership will move forward with mapping existing data resources, identifying interoperability challenges, developing the foundations of the digital platform, and preparing pilot activities.
Engagement with public authorities, transport operators, and other target groups will remain central to the project's implementation, ensuring that NAVIMORE's solutions respond to the needs of the stakeholders who generate, manage, and use transport data. Through joint efforts and a shared commitment to innovation, NAVIMORE aims to contribute to more informed decision-making, stronger cross-border cooperation, and a more connected, resilient, and competitive Adriatic region.
