The cross-border comparative assessment is a structured report produced under Activity A1.1 to serve as the strategic baseline for the project. It provides an evidence-based analysis of the legal, administrative, procedural, technical, and user-facing barriers that limit cross-border access to health, social care, and mobility services for vulnerable and mobile populations. Covering four primary regions (Marche and Abruzzo in Italy, and Primorsko-Goranska and Dubrovnik-Neretva counties in Croatia), the report aggregates completed analytical grids, institutional mapping, comparative synthesis tables, and a compilation of validated barrier types paired with good practices to directly guide the design and deployment of the project's digital and governance solutions.
