Cross border cooperation in natural risk management

The Cicero project aims at identifying obstacles to cross-border collaboration in the management of damage caused by natural risks and in the cooperation between civil protection administrators and operators. It also aims to suggest possible solutions to these obstacles in order to improve intervention and emergency management capacities related to natural risks, in particular forest fires.

Identify and go over obstacles in cross border civil protection collaboration

To implement cross-border collaboration in the event of civil protection emergencies, particularly those related to forest fires, it is necessary to know the legal and administrative obstacles that can slow down rescue operations and activities. We reflected on the different regulatory contexts of civil protection systems and addressed concrete problems such as the difficulty of communicating in emergencies with different languages, having equipment that is not compatible with partners, finding funds to start the rescue column. The solutions tested in the field such as the provision of bilingual operators and the exchange of administrative solutions valid in both countries, highlighted the desire to overcome even greater obstacles, such as the lack of bilateral agreements at national level.

Joint Civil Protection Exercise

In order to improve the ability to counteract the damage caused by natural hazards and increase the skills of Civil Protection operators, as well as local administrators in managing emergencies, two joint exercises for operators and administrators were organized, in Croatia on 15 and 16 June, and in Italy on 19 and 20 October.
On both occasions, the population was involved in activities aimed at increasing awareness of damage prevention and self-protection. In particular, practical activities were organized with children. Specific training was carried out for civil protection operators to test their ability to fly with drones, the use of ropes and harnesses and the procedures for extinguishing forest fires.
