First Local Capacity-Building Round in Zadar Focuses on Hydrological Monitoring in Paklenica National Park

On 28 May 2026, the Zadar County Development Agency ZADRA NOVA organised the first local capacity-building round in Zadar within the framework of bePrepARed Activity 3.3.

The event brought together 14 representatives of regional and local authorities, protected area management institutions, development agencies, civil protection services and environmental and technical organisations.

The capacity-building session focused on the practical use of hydrological monitoring for climate adaptation and risk management in Paklenica National Park.

Participants were introduced to the monitoring system implemented in the Lugarnica pilot area and to the HydroView platform, which provides real-time information on the water level, flow and surface velocity of the Velika Paklenica stream.

The session demonstrated how locally collected data can support preparedness, visitor safety, maintenance planning and informed decision-making in a protected karst area.

Particular attention was given to the connection between monitoring data, warning thresholds, operational protocols and clearly defined institutional responsibilities.

The discussion also highlighted the importance of cooperation among Paklenica National Park, ZADRA NOVA, civil protection and emergency services, technical experts and other relevant institutions.

The first local capacity-building round strengthened participants’ knowledge of hydrological monitoring and contributed to the practical implementation of climate adaptation and early-response measures in Paklenica National Park.
