While youth participation is rising, public decision-making processes in the Adriatic often remain exclusive, rarely reflecting the views of younger generations. YPACT addresses this democratic participation gap by fostering youth engagement in cross-border multi-level governance between Italy and Croatia. Operating within the framework of the UN 2030 Agenda and its Sustainable Development Goals, the project empowers young people as active contributors to regional development and policy-making. The project’s central output is the Cross-Border Youth Pact Guidelines Document. This strategic resource provides a practical model for local public authorities to implement youth-inclusive governance, ensuring that young people can express their opinions to decision-makers in a structured and impactful way. To make this process durable and engaging, YPACT combines participatory co-creation through "youth living labs" with digital methodologies, such as producing podcasts to document and share youth-led policy dialogues. By promoting cross-border solidarity and territorial cohesion, YPACT builds a new generation of civic-minded individuals ready to shape the future of the Italy–Croatia area. This collaborative approach ensures that global challenges—such as climate action and social inclusion—are addressed through a shared, inclusive, and resilient cross-border perspective.
