The PESTOUR project addresses the socioeconomic challenges affecting coastal and island communities within the Italy–Croatia cooperation area, where small-scale fisheries are negatively impacted by economic decline, depopulation and the limited diversification of activities.
The project aims to promote fishing tourism as a tool for sustainable development by improving the regulatory, institutional and operational framework supporting its growth.
Although its potential is recognised in both countries, legislative differences, limited cooperation and the absence of a shared strategy continue to restrict its development. PESTOUR intends to establish a common approach through a comparative analysis of legislation, the exchange of good practices, stakeholder engagement, training activities and opportunities for dialogue.
The project seeks to strengthen cooperation among public authorities, fishers, tourism operators and other relevant stakeholders, encouraging a more coordinated and sustainable management of fishing tourism. Through knowledge transfer, policy alignment and cross-border cooperation, PESTOUR represents a starting point for the diversification of coastal economies, the enhancement of maritime heritage and the resilience of Adriatic communities.

Il progetto PESTOUR affronta le sfide socioeconomiche che interessano le comunità costiere e insulari nell'area di cooperazione Italia-Croazia, dove la piccola pesca subisce gli effetti negativi del declino economico, dello spopolamento e di una limitata diversificazione delle attività.
Il progetto mira a promuovere il pescaturismo come strumento di sviluppo sostenibile, migliorando il quadro normativo, istituzionale e operativo che ne sostiene la crescita.
Sebbene il suo potenziale sia riconosciuto in entrambi i Paesi, le differenze legislative, una cooperazione limitata e l'assenza di una strategia condivisa continuano a frenarne lo sviluppo. PESTOUR intende definire un approccio comune attraverso l'analisi comparativa delle normative, lo scambio di buone pratiche, il coinvolgimento delle parti interessate, attività di formazione e occasioni di dialogo.
Il progetto punta a rafforzare la collaborazione tra autorità pubbliche, pescatori, operatori turistici e altri attori rilevanti, favorendo una gestione del pescaturismo più coordinata e sostenibile. Attraverso il trasferimento di conoscenze, l'allineamento delle politiche e la cooperazione transfrontaliera, PESTOUR costituisce un punto di partenza per la diversificazione delle economie costiere, la valorizzazione del patrimonio marittimo e il rafforzamento della resilienza delle comunità adriatiche.
