Project specific objectives
The main goal of the BlueGovAI project is to improve cross-border maritime governance between Italy and
Croatia by reducing legal and administrative barriers that hinder cooperation in the blue economy. It does this
by using AI tools to identify regulatory mismatches, promote harmonized procedures, and provide practical,
user-friendly solutions—especially for small ports, local authorities, and SMEs—to support more sustainable,
efficient, and integrated operations across the Adriatic Sea

- AI-driven comparative dashboard + live Q&A assistant: live evidence tool for environmental, administrative offices and harbor authorities to identify conflicts and align inspections, lets small-port officers and operators ask questions and instantly see the legal source and competent authority;
- Gap analysis report on cross-border regulation obstacles and harmonization pathways;
- sustainable blue operations toolkit: a ready-to-use form, inspection check-lists for small operators, to save time and ensure uniform eco-standard practices;
- AI Ethical guidelines aligned with the forthcoming EU AI Act;
- training toolkit, workshop and webinars for different stakeholders, included young people, on AI ethics and cross-border cooperation.

Insufficient understanding of cross-border legal and administrative barriers frequently weakens institutional capacity and hampers cooperation in the Adriatic’s maritime sectors. This fragmentation leads to duplicated procedures and missed opportunities for innovation within the blue economy. BlueGovAI addresses these challenges by leveraging Artificial Intelligence to identify regulatory mismatches and promote harmonised procedures between Italy and Croatia, specifically supporting small ports, local authorities, and SMEs. The project delivers a sophisticated AI-driven comparative dashboard and a live Q&A assistant, providing environmental and harbour authorities with real-time evidence to align inspections and compliance. Further outputs include a gap analysis report, a Sustainable Blue Operations Toolkit featuring practical checklists for small operators, and ethical guidelines aligned with the EU AI Act. Through a series of workshops and webinars, the project also engages young people, ensuring the next generation is equipped with the skills needed for a digitally integrated maritime sector. By creating a unified digital ecosystem, BlueGovAI moves beyond high-level agreements to provide practical, scalable solutions. This cross-border approach is vital to ensure that maritime activities across the shared Adriatic ecosystem are governed by transparent, efficient, and eco-standard practices.
