The project MOSES capitalizes the results of the IPA Adriatic project EA SEA-WAY, aimed to enhance the accessibility and mobility of passengers in the Adriatic area through the development of new cross-border sustainable and integrated transport services and the improvement of related infrastructures.

Autonomous Region of Friuli Venezia Giulia, Central Directorate for infrastrucutre and territory is composed by 7 departments. It is in charge of planning and financing the regional passenger public transport system (by road, rail and sea) and it has experience in activities related to topics such as international maritime passengers transport services, sustainable mobility and intermodal transport services (bike-train, bike bus and bike-sea), financed by regional, national and EU funds

Primorje-Gorski Kotar County is regional goverment consisting of 14 cities and 22 municipalities. It is independent in making decisions of regional matter, especially in education, health care, spacial and urbanistic planning, economic development, transportation and traffic infrastructure, planning and development of the, educational, health, social and cultural institutions, maintenance of the public roads, construction permits documentation without the City of Rijeka.

Region of Istria
The Region of Istria has successfully participated in the process of preparation and implementation of projects co-financed by the EU pre-accession fund, community programmes, structural funds and other sources of financing.
