In Italy and Croatia it is easy to identify many small towns with very relevant historical, cultural and natural assets, but visited by a little number of tourists, lower than the potentiality of the local natural and cultural resources. The main goal of this project is to reduce this gap between resources and tourists, contributing to a better territorial and seasonal distribution of tourist flows in Croatia and Italy. The main goals of EXCOVER will be therefore to identify innovative ways for solving the constraints on the tourist development of the small towns with relevant local assets but with poor tourist flows. The core aspect of EXCOVER is the involvement of the local communities: only the participation of the residents in the small towns will create a Tourist Supply Chain based on the single under-exploited resources instead of the usual heavy investments in accommodation and transport.

Public Institution Regional Development Agency of Lika Senj County LIRA (JURALSŽLIRA) was established in 2018. by Lika Senj County with the aim to facilitate the effective coordination and encouragement of regional development. JURALSŽLIRA has 11 employees with experience in project preparation and implementation and provides assistance in local and regional self-government bodies of Lika-Senj County, public law bodies of interest for social and economic development.

Founded in 1088, the University of Bologna is considered the oldest university in the Western world. Its history is intertwined with that of the great names of science (e.g. Nicolaus Copernicus, Marcello Malpighi, Luigi Galvani) and literature (e.g.Torquato Tasso, Carlo Goldoni, Giovanni Pascoli), making it is a keystone for the European culture. In the a.y. 2017-2018, its 85,509 students made it the most popular university in Italy. Research is brought about in 32 departments and 10 Centres.

DELTA 2000 is as local Development Agency and Local Action Group LAG in Po Delta area and FLAG in the Emilia-Romagna region. It is a mixed company of, actually, 64 partners representing the main local institutions and economic and social stakeholders; total register capital is 200.000 Euros. The main aim of DELTA 2000 is to promote local resources and economic activities in harmonised and integrated way in order to support economic growth and create new development opportunities.

The goal of the City of Predappio is to boost its image as tourist destination, too obscured by the frequent move of people due to the historical interest, which is limited to a fleeting presence in the area and that does not affect tourism. The interest for the project is given by the objective of bringing light to its tourist attractions. The administration has about 30 employees, organized in 6 management areas (with six different leader).

The Public Institution Regional Development Agency of Karlovac County (JURRA KŽ) was established in 2018 by Karlovac County with the aim to facilitate the coordination and promotion of regional development at the local (regional) government. JURRA KŽ has 16 employees, wide experience in pre-accession programmes, and offers technical assistance for towns, municipalities and public institutions and organisations of Karlovac County.

The Natural Park of the Sasso Simone e Simocello was established by the Regional Law Marche n° 15/1934 and embraces in its territory 6 municipalities: Carpegna, Pietrarubbia, Montecopiolo, Frontino, Piandimeleto, Pennabilli. It covers a surface of 4.991 square KM, with a population of 8.757 inhabitants. The organisational structure is subdivided into Sectors, Services and Offices.

Comunità di Montagna della Carnia is a public authority founded in 2016. The Municipality employ 12 people plus a Municipal Secretary, shared with other two municipalities. It has an annual budget of approx. 2,5 million €. The municipality is member of the UTI Collinare, that support it in the management of EU projects. Beside the competences assigned to municipalities by national and regional laws , the Municipality of Rive d'Arcano has achieved an important know-how through projects of valorisation of its cultural heritage.

On the hinterland of Rijeka, which is just 5 minutes away, and in near proximity of Opatija and Crikvenica, Čavle developed through the years, successfully combining two seemingly incompatible things – slow and calm living with various adrenaline activities for the visitors. With Grobnik Circuit, which is well known worldwide, and Grobnik Fankopan castle, which is still working on its recognition, Čavle’s main attraction is Platak ski resort – known as “The hill of enjoyment” with top-down view on the entire Kvarner bay. How is all of that connected in this small area, explained Ivana Cvitan Polić, mayor of the Municipality of Čavle.
If you are interested in cities with a particular history, Senio had survived two wars, one of which, World War II, completely transformed and devastated it. Vincenzo Monti, an Italian poet, playwright, translator and scholar, known as "a prince of Italian Neoclassicism", was born in Senio. His birth house is indeed one of the few historical buildings that have survived two wars. Casa Monti tells all about neoclassicism and in the same area, Museum Battaglia del Senio, as a city is rich with war history, preserves documents relating to the hard times of World War II, explaining events concerning soldiers, civilians and the territory.
