European Guidelines for the Replication of the Blue Credits Model Published

As part of the BLUE RECHARGE project, the document “Guidelines for Replicability at EU Level” has been published, providing a comprehensive framework for implementing the Blue Credits system and the Managed Aquifer Recharge (MAR) model across different European regions. The guidelines were developed to support the transfer and replication of the project’s best practices to other EU territories, while adapting them to local hydrological, regulatory, and climate conditions.

The document provides a detailed overview of the BLUE RECHARGE system, which combines groundwater recharge measures with market-based economic mechanisms through the Blue Credits model. Particular emphasis is placed on Managed Aquifer Recharge (MAR) techniques, involving the intentional recharge of aquifers using surface water, stormwater, or treated water, as well as on the development of Blue Credit markets as an incentive for investment in sustainable water resource management.

The guidelines include:

  • an overview of the EU regulatory and institutional framework
  • implementation and replication steps for other regions
  • methodologies for Blue Credit certification and verification
  • recommendations for registry and Blue Credit market management
  • monitoring, reporting, and verification (MRV) models
  • risk assessment and adaptation to different territorial and climate conditions
  • recommendations for involving public authorities, companies, certification bodies, and local communities in the implementation process.

The document also presents practical implementation examples, recommendations for organising stakeholder roundtables, examples of KPI indicators, as well as technical and administrative tools required for establishing a functional Blue Credits system. A dedicated section focuses on the digital platform for Blue Credit management, including registration, verification, trading, and blockchain-based credit tracking processes.

The document is intended for public institutions, water resource managers, certification bodies, companies, research institutions, and all stakeholders interested in sustainable groundwater management and innovative financial models for climate adaptation.
