ADRIASAR Reaches First Major Milestone: Cross-Border SAR Barrier Analysis Completed
01/08/2026
ADRIASAR Reaches First Major Milestone: Cross-Border SAR Barrier Analysis Completed Martano, Italy — We are excited to announce a significant step forward in enhancing maritime safety across the Adriatic Sea! The ADRIASAR project partnership has successfully finalized Activity 1.1 "Stakeholder Consultations" and officially released the Barrier Analysis Report (Deliverable D.1.1.1). Led by the Municipality of Martano in its dual role as Lead Partner and Activity 1.1 Lead, this achievement establishes a solid foundation for seamless cross-border Search and Rescue (SAR) operations between Italy and Croatia. Understanding the Challenges in the AdriaticThe Adriatic Sea is a vital shared maritime corridor characterized by intense shipping activity, seasonal tourist traffic, and complex environmental conditions. When emergencies occur at sea, rapid and coordinated action is essential to saving lives. However, cross-border interventions have historically faced structural obstacles, including:Legal & Regulatory Discrepancies: Complex procedures for authorizing foreign SAR assets entering territorial waters.Operational Disalignments: Differences in alert phase protocols (INCERFA, ALERFA, DETRESFA) and standard operating procedures.Technical Communication Gaps: Isolated data systems preventing real-time information exchange between national tracking platforms (such as Pelagus, SAR Tool, CIMIS, and VTMIS).A Collaborative Approach via b-solutionsTo address these issues, the ADRIASAR team applied the European b-solutions methodology to systematically map and analyze existing institutional and technical bottlenecks. Over the past six months, the Municipality of Martano coordinated a series of intensive, bilateral consultation sessions and technical workshops involving key maritime actors, including: Italian Coast Guard / IMRCC and Croatia’s MRCC Rijeka / MMPI Civil protection departments and regional emergency services Maritime legal experts and port authorities Local municipal authorities and coastal community stakeholders Deliverable D.1.1.1 & The Barrier Prioritization MatrixThe core output of this collaborative effort is the Barrier Analysis Report (Deliverable D.1.1.1). A central highlight of the report is the Barrier Prioritization Matrix, which evaluates each identified obstacle based on its impact on life-saving efficiency and the feasibility of resolution. This matrix gives decision-makers and technical teams a clear, actionable roadmap to address urgent operational bottlenecks first while working toward long-term regulatory alignment. What’s Next for ADRIASAR?The completion of Activity 1.1 provides the essential blueprint for the next steps of the project: Digital Platform Development (Activity 1.2): The technical requirements gathered in Deliverable D.1.1.1 will directly inform the design and real-time data integration of the new ADRIASAR Digital SAR Platform. Harmonized SAR Framework (Output 1.1): Insights from the report will guide common operational protocols and bilateral agreements. Joint Training Workshops (Activity 1.3): Findings will shape joint training curricula for Italian and Croatian SAR personnel. "By bringing together key authorities from both sides of the Adriatic, we have turned complex legal and administrative challenges into a clear, shared action plan. This milestone brings us one step closer to a safer, more connected Adriatic region."— The ADRIASAR Project Team, Municipality of MartanoStay UpdatedFollow our news section and official social channels as we transition into the development of the ADRIASAR Digital SAR Platform.
