Project specific objectives

  • To enhance the competencies needed to manage and prevent climate change events through multi-level targeted training courses;
  • To strengthen the skills of civil operators in using specialized equipment for risk management, along with enhancing the existing centers in the territories of the involved partners;
  • To develop a cross-border Strategy and Action Plan for mutual cooperation in the field of training across the Adriatic, aimed at improving operational capacity in response efforts.

Project main outputs

  • Multi-level training on common risks - such as floods, fires, oil spills, and earthquakes - enhancing the technological and digital skills of civil protection bodies, decision-makers, operators, and volunteers in the field of risk prevention;
  • Joint developed guidelines for cross-border standardization of training on the use of specialized equipment and innovative systems, with the aim to provide decion-makers and stakeholders, including regional and national civil protection authorities operating in the Adriatic Sea, with technical and administrative data, recommendations, information, and measures;
  • Cross-border Strategy and Action Plan for the standardization of mutual cooperation in the field of training, focusing on standardizing the methodology for high-level training shemes to be implemented among civil protection bodies even after the project.

About

HANDY responds to the urgent need highlighted at the 7th European Civil Protection Forum in Brussels to strengthen collaboration among civil protection agencies in managing emergencies within the Adriatic region. Emphasising the importance of specialised training, enhanced interoperability, and improved equipment, the project aims to bolster readiness and response capabilities in the face of climate change-induced risks.

The initiative seeks to achieve these goals by transferring knowledge from previous projects, enhancing training programs, and facilitating joint capacity-building exercises through the Civil Protection Knowledge Network. This collaborative effort is crucial for building resilience and fostering mutual support across borders during crises such as forest fires, floods, oil spills, and earthquakes.

Partners from the Split-Dalmatia County and Puglia Region are establishing dedicated training centers to meet the ongoing training needs of the Adriatic area. These centers will not only enhance local preparedness but also serve as hubs for cross-border cooperation and training initiatives. HANDY contributes to advancing digitalisation and circular economy principles in civil protection practices. By improving the knowledge base and application tools related to climate change policies, the project aims to ensure sustainable and effective responses to emergencies throughout the Adriatic region.
